Statistics show that there are currently about 6.97 million left-behind children in China. To fully grasp the information of left-behind children, identify and report children's needs, provide them with welfare services, CFPA launched the Child Companion Plan in October 2015. The Child Companion Plan adopts the model of “one person, one family and one tie”. With the “companion mother” as the starting point, the “companion home” as the platform, and the county-level horizontal linkage mechanism as the guarantee, the plan establishes a guardian network for left-behind children at the village level, explores effective ways to protect their welfare and rights, and provides a reference for the landing of government policies.

From October 28, 2015 to December 31, 2018, the Child Companion Plan raised a total of RMB 43.47 million, and  local governments provided a support of RMB 8.20 million, which means 84.1% of the funds came from enterprises and the general public, and 15.9% came from local governments. At present, the Plan covers 353 villages in 34 counties and districts in 4 provinces, including 24 poverty-stricken counties and 215 registered poverty-stricken villages. The Plan covers nearly 190,000 children and has collected and addressed 95,600 cases of children’s welfare needs. The Plan has been welcomed and recognized by local governments, partners, children and parents.

In 2018, the Plan raised funds of RMB 15.88 million, input RMB 11.56 million, collected and addressed 70,600 cases of child’s welfare needs. Companion mothers organized 26,100 times of activities, involving 347,900 person-times of children and 66,000 person-times of parents. In 2019, the Plan will expand to other provinces including Guizhou, Jiangxi, Yunnan, Anhui and Hubei.
