On July 8th, the 2021 Launch Ceremony of CFPA Living Water County-level NPO Development Initiative
successfully held in Beijing
Officially launched by CFPA on September 18th 2020, the Living Water
County-level NPO Development Initiative aims to address the underdevelopment of
social organizations and insufficient resource mobilization in underdeveloped
regions through institutional empowerment and resource platform building, and
provide dedicated support for the development of social organizations as well
as the introduction of social resources in underdeveloped areas. By helping the
underdeveloped regions play a due role in “The Third Distribution”, the Program
supports the establishment of a long-term mechanism for social participation in
consolidating and expanding the achievements of poverty alleviation and promoting rural
revitalization in a comprehensive manner.
Since its launch, the Living Water County-level NPO Development Initiative has carried out pilot work in 10 cities and counties in Guizhou, Sichuan and Hubei provinces. These efforts were well received by the local society with close attention and positive feedback from local governments, relevant departments and social organizations.
As pointed out by Mr. Liu Sheng'an, representitive of National Administration for Rural Revitalization, the comprehensive promotion of rural revitalization involves efforts across areas and requires not only a balanced approach but also clear priorities, which could only be achieved with the participation and strong support of social organizations at all levels. The CFPA Living Water County-level NPO Development Initiative has cultivated more social organizations in underdeveloped regions with the capacity to engage in the rural revitalization.

As pointed out by Mr. Li
Bo, representative of the Ministry of Civil Affairs, the CFPA Living Water County-level
NPO Development Initiative targets underdeveloped charitable organizations and grassroots
social organizations in underdeveloped areas, and provides strong support for
local communities to win the battle against poverty, creating a vivid example
of how the charitable cause can play important roles in the “third income
distribution”.

In 2021, based on the new situation, new tasks and
new requirements, CFPA has further improved the pattern of the Living Water
County-level NPO Development Initiative and expanded the scale of the program.
With the support of relevant departments in Guizhou, Hubei, Jiangxi and other
provinces and cities and through the process of recommendation, application,
selection, and evaluation, 16 counties and cities have been identified as
partners of the Living Water County-level NPO Development Initiative in 2021. The
Living Water County-level NPO Development Initiative will provide financial and
resource support for the social organizations recommended by county-level NPO
for 3 consecutive years.
Mr. Zheng Wenkai, President of CFPA, said that CFPA
will work together with all parties involved with a high sense of
responsibility and professionalism to keep boosting project innovation and the implementation
of the Initiative at local places, so as to achieve remarkable outcomes and
make contributions for the local people.
